Felipe Rogelnarce, 44, of Dover, was arrested and charged after the dogs were found outside unattended in a crate behind a shopping center in freezing temperatures in Mt. Olive on Sunday, Jan. 21, authorities said on Facebook.

At 9:26 a.m., police were called to Goldmine Rd. after the dogs were spotted behind a shopping center, Common Sense for Animals said on Facebook

There was a blanket over the crate so no one would see the dogs and no food or water was provided for them, Common Sense for Animals said. When police found the dogs, it was 15 degrees outside, officers said.

Following an investigation, Rogelnarce was identified as the dogs' owner. Rogelnarce was charged with animal cruelty and released pending a court hearing, police said.  Police said the dogs are currently safe and well cared for.
